i don't need the knobs, or paint. just the holes in the plate for the potentiometers. i could go to a CNC milling place but it's very expensive. the device needs to be like a hole puncher. instead of paper it would be aluminum. i think it can be done.

Your plate is a few mm thick not a few cm. Since this is for a 19" rack mount, the plate is this thick to support the unit from the front screws.
The best way to do this depends entirely on how many you need to make. If you are only making a few, then a drill press and a centerpunch will do the round holes. The square holes will take time by hand. You can do it with a pilot hole, a carbide bit in a router and a wooden router template.
If you are making more than a dozen or so, you might invest in a panel punch for the square holes (maybe around $500 if its custom) and make a template with drill bushings to quickly and accurately guide the other holes. For large round holes (I didn't see anyof these though) there are standard Greenlee punches available.
If you plan on hundreds of these, you should get a punch press and custom dies for the job.
